To fill the vacancy left by Canuto Saraiva (deceased), was appointed, in 1919 , minister of the Supreme Court - a position he would play until 1937 , when he was forced to retire.
Hermenegildo de Barros never missed the sessions of the Supreme Court. Did not attend the wedding of the daughter because it was scheduled for the same hour of the session of the Supreme Court.
In 1931 he was elected (and reelected in 1934 ) president of the court.
In its management was installed, under his presidency, the Superior Court of Electoral Justice in May 20 of 1932 , that body would be extinguished by the Constitution of 1937 (theEstado Novo ).
Also chaired the preparatory sessions of the National Constituent Assembly in 1933 and 1935 . Effective president of the Constituent was appointed in 1934 .
