BRIGADIER ROCKY MEADE

Brigadier Dr Rocky Meade is the Deputy Chief of Defence Staff in the Jamaica Defence Force (JDF) with responsibility for strategic planning. His previous responsibilities and achievements include devising the Training Policy for the JDF, acquiring accreditation for programmes and establishing the Technical Training Institute. In addition, Dr Meade also created a Military Museum & Library.
He worked on Jamaica’s first National Security Strategy and Strategic Defence Review and sits on a number of local and international boards, including his role as Deputy/Acting Chair of the Governance Committee of the University of Technology, Jamaica.
He holds a Bachelor of Arts and a Master of Arts degree from the University of the West Indies, a Masters in Military Arts & Science from the US Army War College, and a Ph.D. in Linguistics from the University of Amsterdam. He has written several publications including “The Acquisition of Jamaican Phonology,” “The Relevance & Optimal Structure of the Military in Jamaica” and co-edited “Regional Logistics Hubs: Opportunities, Threats and Risks”.
