BIOGRAPHY OF THE COMMANDING OFFICER OF THE TRINIDAD AND TOBAGO
REGIMENT - COLONEL RODNEY SMART
Colonel Rodney Smart is currently the Commanding Officer of the Trinidad and Tobago
Regiment and has been performing in this position since February 01, 2013.
Colonel Smart was previously assigned as Military Liaison Officer (MLO) at the
Ministry of National Security. As the MLO, Colonel Smart provided decision support to the
Minister of National Security and the Chief of Defence Staff on National Security Strategic and
Operational matters. Additionally, he chairs the Committee responsible for establishing the
National Security Training Agency and the Operations Committee for critical energy
infrastructure protection.
Prior to Colonel Smart’s appointment as the MLO, he was the Director of the Defence
Transformation and Integration Secretariat at the Ministry of National Security. Immediately
preceding that appointment, he served as the interim CEO at the national Office of Disaster
Preparedness and Management (ODPM).
On being promoted to his current rank, Colonel Smart was appointed to the position of
Director of Force Development, Strategy and Management at the Headquarters of the Trinidad
and Tobago Defence Force. He is a career military officer with over 31 years’ experience in
Command and Staff appointments, having served both locally and abroad.

In addition to the positions previously mentioned, Colonel Smart has been the Defence
Force Assistant Chief Staff Officer with responsibility for Force Development; the Regimental
Transformation Officer; the Commanding Officer of the 2nd Infantry Battalion and he held Joint
Command of the Inter-agency Task Force.
Regionally, in 2004, Colonel Smart was the 2nd Commander of the Military Task Force serving
in Grenada in the aftermath of Hurricane Ivan. In 1995-1996, the Colonel served with the United
Nations Mission in Haiti (UNMIH) and prior to that, he served in Jamaica assisting the country’s
return to normality following the passage of Hurricane Gilbert.
Colonel Smart is a past pupil of Queen’s Royal College and a graduate of the US Army
Command and General Staff College where he attained a Master’s Degree in Military Arts and
Science and a Post Graduate Diploma. He also graduated from the Canadian Land Forces
Command and General Staff College; the US Army Infantry Officers Advanced Course; the
Royal Military Academy, Sandhurst; and the Royal Marines Commando Training Centre in the
UK.
Colonel Smart also holds a BSc in Management and a Diploma in Security
Administration from the University of the West Indies, (UWI). Additionally, he has undertaken
studies in Defence Transformation at the Naval Postgraduate School in Monterey, California and
Defence Management at the College of Management and Technology in the UK. Colonel Smart
also attended the Centre for Hemispheric Defence Studies in Washington DC, where he studied
issues related to Caribbean Defence and Security. He is married to Karen Olliviere-Smart and
has two sons.
