Anglo settlers from Southern and Eastern United States brought centuries of experience with slavery to California. When California joined the United States this addition of a vast agriculturally rich territories including the the possibility of large plantations as large number of Slave Owners from the Southern States had traveled to California  to seek there fortune in the Great California Gold Rush 1849 and many brought there slaves with them. In 1849 the first California Constitution Convention the most heated debates of the Convention was on the status of slavery in the new states, so slavery was not written in the California Constitution of 1840.

Although California entered the Union slavery was not allowed but farmers of the state wrote into the Law Systematic denial of Suffrage and other Civil Rights to Non-Whites citizens. Some Authorities went so far as to attempt to deny entry of all Blacks Free and Slaves to California. The Legislature passed a Bill that would ban the immigrants of Free Blacks to California.
