                               BLACK          SOCIAL          HISTORY                                                                                                                                                                      Rear Adm. Hayes assumed the position as the director of Intelligence, United States European Command, Germany, in January 2010. He has responsibility for all theater intelligence systems, plans, policy and contingency intelligence activities of U.S. Forces in the European Theater. 


A graduate of Indiana University, he initially worked in the private sector for 5 years before being commissioned in August 1982 as a Naval Intelligence Officer.

His initial assignment was Helicopter Anti-Submarine Squadron 15 (HS-15) at Naval Air Station Jacksonville, Florida. Deploying aboard the USS Independence (CV-62), he participated in Operation Urgent Fury and supported operations off the coast of Lebanon in 1983-1984.

From 1986-1989 he was assigned to the Fleet Ocean Surveillance Information Facility, Western Pacific, Kamiseya, Japan. For the period of 1989 to 1991, he was a member of the Director of Naval Intelligence (DNI) personal staff at the Pentagon. He served as the deputy executive assistant, and head, DNI Secretariat. He returned to sea duty with Commander, Carrier Group One, San Diego, as the assistant intelligence officer in 1991.

He was selected as the junior intelligence officer detailer, and community manager and intelligence community placement officer. He subsequently attended the United States Marine Corps Command and Staff College receiving his master’s degree.

In September 1996, he reported to United States Special Operations Command, Tampa, Fla., as chief, Analysis Division, Special Operations Command Joint Intelligence Center. Prior to reporting to USS Abraham Lincoln (CVN 72) in the summer of 2000 as the ship’s intelligence officer, he spent nine months at Commander, Pacific Fleet, Pearl Harbor, Hawaii, as chief, Command Support and Fleet Support Divisions, Intelligence Directorate.

From 2002 to 2004 he served as assistant chief of staff for Intelligence for Commander, 7th Fleet.  Subsequently, he reported as executive assistant to the DNI from September 2004 through August 2005.

In September 2005, he reported to Combined Forces Commander – Afghanistan as CJ2, director of Intelligence, in support of Operation Enduring Freedom in Kabul, Afghanistan.

In November 2006, he reported to Navy and Marine Corps Intelligence Training Center (NMITC), and on June 22, 2007, he assumed command of the Center for Naval Intelligence and NMITC. In September 2008, he became the director, National Security Operations Center at the National Security Agency, Fort Meade, Md.

His personal decorations include the Defense Superior Service Medal, Legion of Merit (4), Defense Meritorious Service Medal, Meritorious Service Medal, and Navy and Marine Corps Commendation Medal (4).
